Daiysenryaku G / Great Strategy G (9.28.91)
Systemsoft's Daisenryaku series was on all sorts of Sega platforms, including a Game Gear port that's more colorful than the realistically shaded Mega Drive version. While I've never played any of them, it predated Nintendo's very similar to Nintendo's 'Wars' by several years.
