Peace seems to have been restored to Metro City. However, Mayor Hagger has been enveloped by apprehension, as the remaining members of Mad Gear have announced their [World Domination Plan]. One day, the Mayor's office receives a phone call. Finally, Mad Gear seems to have begun mobilizing. With Guy being absent, everything rests on Hagger's shoulders. Together with the young lady of the Genryuusai Clan, Maki, and the martial artist, Carlos Miyamoto, Hagger unravels the 'Final Fight'. Harder, more realistic...the violence erupts once again!!
